How is my HCV tenant's share of the rent calculated?
The family's required contribution is its Total Tenant Payment (TTP) — the highest of four amounts: 30% of monthly adjusted income, 10% of monthly gross income, the welfare-rent portion designated for housing (where it applies), or the PHA's minimum rent [1]. The PHA sets that minimum rent anywhere from $0 up to $50, and must grant a hardship exemption to a family that cannot afford it [2].
The subsidy is capped by the payment standard, which the PHA sets within 90%–110% of the published Fair Market Rent [3]. The monthly Housing Assistance Payment is then the lower of the payment standard or the unit's gross rent, minus the family's TTP — and the family pays the difference [4].
